However, the &quot;Y-Axis is Percent Change in Consumer Prices&quot;, and all of the numbers - even those in the red zone - are positive. Hence, the graph shows that prices are still increasing, albeit by a smaller amount than last year. So, which is right? The title or the graph?</description>
